You are using the 32 bit package:

ii libmysqlcppconn8-2:i386 8.0.19-1ubuntu18.04 i386 MySQL database connector for C++

And don't see the connector -dev package!

Please install it (will need the libmysqlcppconn7 also, because -dev depends on both) and check again.
