I was able to get this to work as follows. First create the data path based on the version of MySQL you are installing. For example, I'm installing MySQl 5.6.25 so I created the directory path C:\ProgramData\MySQL\MySQL Server 5.6 before starting the installer. When I start the install process, the MySQL installer sees a conflict, the data directory already exists. The installer will show field to enter the install and data directories. IN here you can change the locations.
