I can see you are using a very old installer. Can you validate if you get the same error when installing using the latest version available here https://dev.mysql.com/downloads/installer/ ?

Even though the installer is labeled as 8.0.32 you can still use it to install Server 5.7.22. If you don't have a specific need to install 5.7.22 then I'd recommend installing the latest 5.7 version or better, the latest 8.0 version.

If the issue persists, can you let me know the command you are using to install the downloaded MSI? It seems like that somehow the installer is being initialized as in commercial mode instead of community mode.
