This is a different error, what is happening now is that something is not right when Notifier tries to add a scheduled task to check for updates of any installed MySQL product (perhaps the task already exist?).
As a workaround you can open in a text editor (like notepad) the settings.config file that was re-generated after you deleted it. Inside the file, look for a property called "AutoCheckForUpdates". Change the default value of "True" for "False" and run Notifier again.
