Thanks Roland, it really has been months that this has been going around in my head and it is so nice to see it all starting to gel together into some form of cohesive plan ;)
Before, I have tried assigning each point a min and a max zoom and assigning each region (using an adjacency list of regions) a min and max zoom, but both methods just seemed... well... kinda lame !

Google Maps really have blown the lid wide open on Open Source mapping.
It is now possible to make high quality interactive mapping systems relatively easily using free LAMP components.

This is especially good for me in the UK, I have wanted to do this project for years but over here all map data is under Crown Copyright and owned by "Ordnance Survey". They charge us, the taxpayers, who paid for the data to be collected, extortionate sums of money to use the data, even for non-profit use.

It really angers me. They can charge me taxes for living in a borough, but if I ask them for the coordinates of that borough, they want thousands of pounds !!
