Hi Bob,
I had the same problem, I noticed that windows recognises the my.cnf file in "c:/apachefriends/xampp/mysql/ bin/" as a speedial file, so I simply renamed the file to have the ".cnf" extension so that any changes I make to the my.cnf file are recognised upon restarting the mysql server.
