Strange. I checked several thousand threads on these forums -- no other mention of error 221. Nor have I heard of 221 elsewhere.

Is there anything non-standard about the layout of the MySQL directories / files / links / 'shortcuts'?

Have you tried a reboot. (Alas, this is still a common solution for Windows issues.)

You are not running out of disk space, I assume.

21GB should not be a problem. Even 21TB should not be a problem for MySQL. (I don't know if that would hit some Windows limit.)

Which version of Windows?

Suggest you dig into Windows aio.
