Why does mysqldump not add a drop database?

Here is the mysqldump command I'm using. I added --add-drop-database=TRUE and there are no errors reported when the backup completes. But if I edit the output file there is no sign of a drop database command. Can anyone explain why?

mysqldump --extended-insert=FALSE --add-drop-database=TRUE --add-drop-table=TRUE --disable-keys=TRUE --order-by-primary=TRUE --routines=TRUE --triggers=TRUE --user=phs --verbose=FALSE cachelistener > CacheListener.backup
