Got it sorted. I manually SCP'd the contents of the ~mysql/data/mysql directory from my production server to my backup server and mysqld now starts up fine.
Anyone know why the import would have failed in the first place?
Error seen during the drop of the mysql schema was a drop complaining about mysql.proc not existing but that makes no sense if the SQL script was doing a drop schema statement?
