New user with error 1461

I created a new user on a mysql server with 5.5.9-enterprise-commercial-advanced-log. He is getting: 1461 can not generate more than max_prepared_stmt_count statements (current value: 16382). Other users on the same server can login and query with no problem. The prepared_stmt_count is at its maximum. When the user queries with * for columns, he gets the error. When he queries the columns seperately, he does not get the error.
