Giving user account JUST ENOUGH right to stop & start slave

According to this article, the SUPER privilege is required to stop and start slave (replication). https://dev.mysql.com/doc/refman/5.7/en/stop-slave.html

However, this privilege also gives the user the ability to do a lot more than just stop & start slave. https://dev.mysql.com/doc/refman/5.7/en/privileges-provided.html#priv_super

Is there a way to give the user just enough right to stop and start slave but not any other right?
