The normal way to move a database from on MySQL server to another is to export it with mysqldump, then import that dump file into the desired MySQL server. Why aren't you doing that?

To make your local PC visible to a MySQL instance on the web, you'd need to turn that PC into a publicly visible web server. Very difficult, somewhat expensive too. Then you'd need to set up another machine as your PC.

So move the DB.
