You'll need to monitor and count visits per hour at peak times, estimate average visit length from multiple-page-read counts, then you can count the average and its standard deviation of concurrent visit counts to get a top value that's, say, 95% likely to be enough.

Of course if the website is successful, the numbers will grow, so you'll need to repat these calculations at intervals.
