about mysql connection is more than 2000.0000 .is is normal

we have use mysql 5.7 in linux 7.

we use zabbix to monitor mysql connection ,

sometimes ,we will receive the warning meesages

MySQL 3306 connections utilization more than 80% on 58.2.102.192. current value : 2000.0000


so my question is why there is so many connection in mysql ,is this normal,
and if it is a issue .how to check it,
