Okay, I think I figured this out.
The MySQL Windows Installer checks if Visual C++ 2010 Redistributable is installed. If not, it installs the 32-bit version.
If you install the Visual C++ 2010 Redistributable 64-bit version BEFORE running the MySQL Windows installer, the subsequent Connector/ODBC install succeeds without error.
