I'm having this problem, too. Is the VS2019 and VSCode the only solutions that work? I'm working on a reference implementation of emergency management standard and I want to attract developers to join the open source project. So I really want to provide open source tools. But if I can't get this to work, I'll just have stay with SQL Server, which does, at least, work without the jungle of which versions of this work with what versions of that. Simple is good. Hoop jumping is not.
