Auto parsing XML from a folder into MySQL

Hello,

I'm looking for a method that will allow me to monitor a folder on a server for changes. Say a new XML file is added to it for an order, I want to be able to have that detected and automatically entered into my database. Do you know of any Windows based tools that will allow me to do this?
