a workaround:

substring_index is a version of what you need but not the same functionality, to achieve the same, just add length and +1


select length(substring_index('www.yoursite.com', '.', 2)) + 1 from dual;
13

select INSTR('www.yoursite.com', '.', 1, 2) from dual;
13
