The sproc name indicates it's a transaction. It's not.
You say the requirement is to insert only if the table has no records. The code does the exact opposite.
The quotes round 'wp_codis_postals' don't match.
...(43895, 'Ampolla, l\'')... seems to make no sense, and raises an error; what are you trying to accomplish with the escaped quote?
I've no idea whether any of these errors is the one you allude to in your post because you've not posted the error message.
