That query won't work because it SELECTs columns which neither GROUP BY nor aggregate, and such columns will contain arbitrary results.
For how to aggregate quotas see "Within-group quotas (Top N per group" at
http://www.artfulsoftware.com/infotree/queries.php. In addition to that method I think you'll need another outer aggregating query.
