OK, so it turns out I do have a my.ini file, the file name looks like "my_2021-12-14T....ini"

And the secure-file-priv path is:

secure-file-priv="C:/Program Files/MySQL/MySQL Server 8.0/Uploads"

Again, the directory referenced here is the same directory I placed my file into.
