PARTITION or not, the performance will be about the same -- a range scan on some index starting with job_date_time. If you don't have it partitioned the same as the range, or you don't have an index starting with job_date_time, then the query will do a lot more than it has to.
Note: LIKE '%...%' cannot use any index. This is because of the leading wild card.
Consider FULLTEXT. Caveat: 'HP' is shorter than ft_min_word_len, so cannot be recognized via FULLTEXT.
