It means you need to download a source kit, make the modification to the file you indicate, and run a build. To do this you'll need a system capable of supporting the build process. Typically Linux systems are good are supporting this, however I understand that it is possible on Windows systems, although some extra work on the part of the user is involved. Probably you want to verify that you can build and install a source kit successfully prior to making any modifications.
