GCC is not a C++ compiler, magic "-fno-exception -fno-rtti" etc are merely hacks.
Try g++ as CXX compiler.

Also be aware that Cygwin compilation is not tested by anyone and probably does not work (at some point during CMake transition it was compilable, but this is like 1 years ago). Out of curiousity, what is the point of cygwin compilation? If you expect this port to outperform native windows binaries, this won't happen.
