Hi David,
You are right. This specific advisor doesn't have threshold controls implemented yet. You can track this enhancement request in My Oracle Support.
Note you will receive a Critical alert when *both* SQL Thread and IO Thread are down.
As a workaround, maybe you can create a specific Event Handler and select the filters Advisor "Replication Status Advisor", Event Statuses "Warning".
