as long as you only have one connection at a time, they will be sent to the first backup. It is NOT round-robin, but SQF.
Update your test-setup to do real load, keep the connections open for longer than 1ms. Otherwise the connection might be finished before the second started to be connected.
Enable Debugging and check the connected_clients
