Look in my.ini for default_authentication_plugin. If it's not there, your default is caching_sha2_password.
Let's see the result of ...
select authentication_plugin from mysql.user
where user='root';
It is unsoiund & dangerous for root to have no password.
What is the exact name of the library?
What happens when you try to log into the mysql client program with -uroot -p?
