You have character set mismatch(es) at point(s) in the chain from Insert to column and table and database and server.
Windows often comes with settings that support no diacritical marks.
Generally for MySQL 8.0, though, all charset settings should be utf8mb4. What is your MySQL version, and what is the result of this query?
show variables like 'char%';
