I believe I was using the MySQL installer... all I did was double click on mysql-installer-comunity-5.6.16.0.msi which brought up the MySQL installer interface, etc. and led me through the steps.
Note that the need for .NET fx 4 was also confusing. I don't remember the particulars but it was in my original post.
Anyway -- thanks for responding. Happy to hear these reported issues are tracked and acted upon!
