Hi Samantha,
Let me see if I am understanding your intentions. Do you want to treat a MySQL table as a temporary storage where its contents are deleted every time you dump Excel data into it? If this is the case I don't see the use of a table whose data is deleted over and over.

I don't know about PHP code, but have you considered using a trigger at the Server side that cleans up the date on every insert?
