I believe the problem is caused by the MySQL Connector/NET library shipped with MySQL for Excel. Newer versions of MySQL Server use by default the caching_sha2_password authentication, which is not supported by the connector used in the latest MySQL for Excel version.
The suggestion of installing the latest Connector/NET might work.
Have you given it a try?
