Well, changing the value of this setting manually only tricks notifier to avoid creating a new task, assuming the problem is that it already exists. If the schedule task already exist it would still attempt to connect to the internet until it is deleted. If you want to entirely avoid checking for updates, open the list of Schedule Tasks (In windows 8/8.1 press the windows key and type Schedule Task) and delete the one named "MySQLNotifierTask".

Also remember that Notifier access Workbench files at start up to import its connections information. Hope this helps!
