I guess you're speaking about MyISAM table ? By default MyISAM table is repared by single thread so load average should not go above 2 or so (if this is the only command being run). So I guess something else leads to such effect. Might be accesses to other
tables getting starved because of high IO load.
15mill rows is not that much - 2 days is way to long for it. Speaking about improving repair performance - make sure "Repair by Sort" is done not "Repair by Keycache"
