You can check the cluster log for more info on what went wrong.
The info you provided isn't sufficient to understand the problem
you are facing.
When no node id is available it means that the management server
thinks that all node ids for data nodes is already started. So
probably the management server thinks that it should only be
one data node in the cluster.
Did you start from scratch when changing config. It isn't possible
to go from 1 node with 1 replica to 2 nodes with 2 replicas. It is
possible to go from 2 nodes with 2 replicas to 4 nodes with 2 replicas.
In that case you need to restart first the management server, next
the MySQL Server and next one data node at a time and then you can
start the new data nodes (algorithm used for online add node).
