I would advise starting with just one ndb_mgmd. Don't worry much about availability here. The main role of the mgmd is to help other nodes join the cluster. If mgmd is unavailable, the database remains running. Only if another node is shut down or disconnected while ndb_mgmd is down, ndb_mgmd will have to be running again before the lost node can rejoin. When you have two mgmd nodes, they must share and coordinate the cluster configuration; the trade-off here is that this adds a lot of complexity for the (quite small) bit of extra reliability it delivers.
Otherwise at first glance your configuration looks good. Maybe it will help if you share an error message.
