Can you run : okvutil/bin/okvutil list once?
If okvutil utility is able to connect to key server, then .ora file and certificates are in order for sure.
If above mention test is successful, next thing i recommend is to check selinux logs if you have enabled selinux. It may be possible that selinux is blocking the connection.
