[Connection refused, -813]

When i tried to connect to MaxDB using a client application it returned the following error.,
com.sap.dbtech.jdbc.exceptions.JDBCDriverException: SAP DBTech JDBC: Cannot connect to jdbc:sapdb://test-machine01/MAXDB1 [Cannot connect to host test-machine01 [Connection refused], -813.].
kindly let me know whats the exact problem is.. why i get this error? and how to get across this
