The error message is "cannot connect".

Well, how can we know from this two words? It can be a whole bunch of problems:
- firewall (port 7210 by default)
- network issues of any kind
- host name resolution problems (try IP instead of hostname)
- x_server does not run on the database host
- database instance MAXDB1 is not in online mode
- ...
Make sure that x_server and the database instance are up. After that check that it's not a network issue (firewall, host name resolution). After that check if there's anything in the knldiag log file (knldiag) and the x_server protocol file (xserver_<hostname>.prt).
