This is an impossible combination: utf8, collation is latin2_general_ci
Either it was CHARSET latin2 with that collation, or it was utf8 with some other collation.
Is the dump the output of mysqldump? If so, please read the first several lines, looking for anything to do with charset / character set / collation.
