Thai Characters display as ???

We wanted to upgrade our web server and in the same time we also upgraded the MySQL server from version 4.1 to the latest version (5.5.9).

We kept the MYD, MYI and FRM files but forget to do a .sql file backup.

After installing the new version of the server, we copied the raw MySQL file into the MYSQLserver/data folder and it seems to be OK for the other databases but the one with the thai characters in it is now showing weird characters in PHPMyAdmin, for example: "Ê»Ê.ÂéÓ¼Ùé»ÃСѹµ¹ÇèÒ§§Ò¹ÃÕº¢Öé¹·ÐàºÕ¹ÀÒÂã¹ 30 ÇÑ" instead of thai characters. The collation of the tables is now latin1_swedish_ci. When I put the table collation to tis_thai_ci, the weid characters become: "??????".

And in the website, the thai text is only showing ??? whatever collation. You can have a look at for an example.

I set up a new MySQL server and try to import data into it, export it but nothing changed. Any ideas to convert the raw files to .sql query file or solve this issue in another way?

Any help would be greatly appreciated! :)
