The ib_logfile size difference is a bit of a problem.
Yes, a brand new fresh install works, but then when you edit my.ini to point to your old database folder, bang!!!!, gotcha.

But, on the upside, the error log pointed exactly to the problem.

Two ways to fix. Delete ib_logfiles, like you did, or edit my.ini to use the existing ib_logfile size. What you did is easier.
