The official tar ball is not built using a "stock" gcc 8 built from source. It is using a specially branded version from Red Hat, as part of their Developer Toolset (sorry I misnamed it "Studio" in my previous post). Apparently Red Hat has modified this so that it doesn't create a new libstdc++.

Developer Toolset seem to require a subscription. So unless you can build gcc 5.3 (or gcc 8) in a way that does not create its own libstdc++ then you may have no choice but to install this also on the machine where you want to run MySQL.
