---SOLVED---
ALL NOW WORKING!
After some reading I discovered that the root password is stored in the database, and then I discovered that the database was not being uninstalled by the uninstall routines. Hence I was caught in a loop of not knowing the root password, the installation not completing properly and not being able to get a fresh install and a new request for a password!
The answer was simply to delete all data in the Windows Program data folder - normally here.
C:\ProgramData\MySQL
Then a fresh install produced a new request for a root password and all is now working.
For the future, I would suggest that a question could usefully be added to the uninstall routine to draw the users attention to the fact that data has been left on the machine.
