I was trying use your formula to calculate alone maximum RAM usage, but using data from this post I get the different result than you.
640000000 + 8388608 + 16777216 + 0 + 134217728 + 104857600 + 200 * ( 262144 + 104857600 + 16384 + 524288 + 4194304 + 524288 + 524288 ) = 23084900352
so 21.49 instead 27.5
Maybe I do it wrong ? I didn't find this "innodb_additional_mem_pool_size" so i use default value
