Start slave fails

I setup replication afresh recently. Here is what I did:

1. Run show master status to get log file and position.
2. Backup the master database and copy to slave host
3. Start the database on slave and configure master
4. Start slave

However, now the replication fails immediately. I have tried using sql_slave_skip_counter but it never seems to work. The skip counter shows 0 in slave status.

The version is 3.23.58-log and the OS on both hosts is RHEL AS release 3.

Are the steps above correct? If yes, please advise how I can repair / setup replication. The replication user has access and can login successfully to the master. It also has the right grants.
