This has already been answered in this thread:

you cannot, at least, not cleanly.

You can elicit a normal runtime error by:

-violating database constraint (uk, not null, fk)
-calling a stored procedure that does not exist
-calling an UDF that only returns an error (see http://rpbouman.blogspot.com/2005/11/using-udf-to-raise-errors-from-inside.html)
