I was having trouble with this too on a recent install on windows XP, but fixed it simply by changing the install directory.

If you are having the 1045 error with a fresh install try this:

1. Uninstall existing MySQL installation from windows control panel add/remove programs.
2. Manually delete MySQL entry in c:\program files
3. Manually delete MySQL data - remove the directory C:\Documents and Settings\All Users\Application Data\MySQL
4. Reinstall MySQL, select the advanced install option, and change the install directory to something short and neat like : h:\MySQL

continue as normal, and hey presto! It now works perfectly and you should be up and running with MySQL.
