Thanks Chauhan; this got me in the right direction.
The critical thing is to enter the Administrator via the "skip" trick, then check and recheck that the following fields in the panel Service Control/Configure Service:
Config file name
Path to binary
match exactly how the server is actually set up.
In my case, all was correct and it only started to work when I added ".exe" to the Path name. (Which the Administrator immediately stripped off again - but the dragon was satisfied!)

Considering the volume of posts on this subject outside this site, some feedback/background from MySQL AB. would be appreviated.
