The root user is initially created without a password but is assigned the password you selected as part of the "Applying security settings" step, this is expected.
To be able to assist you properly and not be guessing your configuration selections, please provide a detailed list of steps specifying any changes to the default selections during the server Installation. Note that before working on the list of steps and if possible, it is advised that you start with a fresh installation because if you've gone through any re-configurations it is likely that the error is masked by the new changes.
By the way, I've validated that the Installer not persisting the server configuration is indeed a bug. Thanks!
