The same happened to me when I tried to run the server after several unsuccessfull installations. I think that some "trash" remains in Windows registry, and nothing (even the last steps) seem to help. My solution for this case was
1. Uninstall MySQL server, MySQL GUI tools and MySQL Query Browser (if they were installed)
2. Delete every entry containing "mysql" from Windows registry.
3. Install and run MySQL server (see my first post)
This worked for me.
